When you push in the clutch, the engine doesn't need so much air.
So the bypass valve opens as a relief on the pressurized side of the turbo and feeds it back into the intake.
This allows the turbo to keep spinning fast while the clutch is in.
When you stomp the gas, the engine will want air again, the bypass valve closes, and because the turbo is still spinning fast, the pressure builds very quickly.
If the bypass valve does not work, when the engine stops sucking air, the turbo will stall (stop, or even spin backward), then when you hit the gas, the turbo has to spool from a dead stop (or reverse).
I know the stock bypass valve has a diaphram which does break, some people consider it a wear item, and replace every 50k or so. I bough a heavier one that has a piston instead of a diaphram. for viggens and such (MBC)...
