The Tech 2 and OBD two very different things. OBD-II is a standard used for diagnostic trouble codes only, and mostly emissions related ones that cause a check engine light. (There are extended and options manufacturer codes too.) Because it's universal, there are many different code pullers/readers and scanners (two different things) out there.
The Tech II can pull OBD codes but do a jillion things more. This is a proprietary GM electronic tool (made by OTC) with some SAAB software. With the right software you can use one on other GM vehicles. You gotta buy the electronics and the software and the update packages through SAAB. Don't even think about it, we're talking several thousand dollars here, although I have seen both SAAB software and the Tech II on eBay.
Also, your car has more connections than just the OBD II one... it has a separate one for the SRS computer, etc. The Tech II can interface with all of these.
If you are deeply curious, you can Google the web for "Tech II" and "OBD-II" and find lots of info if you dig. But you will have to dig; there ain't one nice web page that lays all this out.
