The parking brakes are drums inside the rear discs. You need to remove the rear wheels, calipers, and discs. Once there you should be able to see what is seized. Have someone engage and disengage the hand brake while you watch the cable and drum on each side. There is an adjustment for the parking brakes, but for them to suddenly lock, obviously something more serious is wrong.
