They could be referring to: 1) A socket wrench or 2) a 2x4 to pry the control arm as per previous post. I wouldn't have thought either of these would qualify as special.
Seriously, it may be that they just don't want to tackle the front struts on a NG900, as it's a very time consuming job and would probably take far longer than the labour that the 'special rate' would cover.
The rear shocks on the NG900 are easy to replace - there's no real risk to using one of the chains stores, although you pay for what you get. Most reckon Sachs / Boges (OEM) are best for shocks unless you want real sport performance (Bilsteins), although KYB shocks for the rear are a low cost alternative.
The front strut inserts are a pig to change out. I would get these done by a good indy. Not so much for the struts themselves, but to critically assess any other components that need to be changed out. A chain store will probably just put back the existing strut mounts and thrust bearings, where as these components often need replacing and can often be the source of 'clunking' or excessive play as opposed to the strut insert itself. As it is a time consuming job, you don't want to do it often, so it's worth paying for a reasonable strut insert. Again, Boge / Sachs are OEM and are probably the best compromise for price / performance / life.
