1995 900S Convertible 2.3L 111K mi.

Hi guys

I noticed that when the temp outside is cold, my temp gauge is below the 9 o'clock position. Before, it never moved from its 9 o'clock position once it came up to temp. Now, depending on how cool it is outside, it will be halfway between 9 o'oclock and the bottom. Then the CEL will come on for a short bit.

Ive checked coolant levels, etc. and know that my Coolant Level Low sensor does work.

Is this a t-stat issue?

Additional info: Now that it is warmer out, the gauge rests at its normal 9 o'clock position...never going above. Only below.
