Its pretty easy, I think I gave a more detailed post about a year ago when I did my pulley and the serp. belt tensioner pully, so search the bb.
I think this is why you need the locking tool: when you use the open spanner and push forward to loosen the belt, then remove the belt, the spring on the tensioner will not return it to where you started (let's call it 12:00 position if the spanner is the hour hand) but the spring will go much farther back toward the glove box, let's say to 9:00 position, in my case my fingers got stuck between the wrench and something, it went so far back. Just watch out for this, hold tight, and it'll be fine.
once the belt is off, spin both the pulleys. If they spin freely, they are toast (they should be full of grease) and ready to bust. I replaced both at once just for fun, but the tensioner is kind of trickey to get to the bolts.
You should pop the hood and try to locate the noise a little better, if its' the fan its in a different location than the pulleys.
