HIGH IDLE... Tried EVERYTHING!

1995 900s auto trans
I bought this car in the middle of this past March (2004) and it has always idled a little high. I have read that it should be between 850 and 900 RPM and mine tends to idle between 1100 and 1200. This doesn't seem like an awful discrepancy until you understand my real annoyance.
I have a shudder when I shift from a nonpower gear (P or N) to a power gear (D or R). I am now nearly positive that it has to do with the fact that my RPM's must drop 500 or 600 to catch up with the load placed on it rather than the factory specified 300 or 400.
Before you suggest the usual high idle fixes, let me tell you what I've done in the last five or six weeks:
Replace secondary injection pump
Replace all spark plugs with oem properly gapped
Replace fuel filter
Changed oil and oil filter
Mod air intake
Replace air filter with k and n
Cleaned throttle body twice
Cleaned aic twice
Replaced all vac lines
Drained and refilled my atf three times
I will be switching to mobil 1 fully synthetic atf at next drain and refill but I am positive that has nothing to do with my high idle. Does anyone have any idea what might cause my ecu to think I must idle at 1200?
