You can't ever get boost in idle....
Check hose and clamps from turbo to hard pipe and hard pipe to IC. Check IC for damage, end tanks too. Hose from IC to hard pipe, and coupler from HP to TBTC. There is a hose from the TB to the IAC and one, longer from IAC back to TB. Feel hoses for splits and check those clamps. Check BPV for a leaky diaphragm and the hose from the BPV to the TB or a soleniod and its hoses. The BPV hose gets very hard and rotten.
Disconnect the hose from BPC to WG and this will provide max and uncontrolled boost. If not, the system can't make boost and the most frequent cause is a leak in the stuff referenced above.
Clamped hoses should be oil free to the fittings to develop friction. Do not lube these contact interfaces. Clamps loose tension as the hoses extrude under them over time.
