Pulsating RPM's at idle

This has happened the last few days whether engine is warm or cold. When I sit at idle the RPM's keep rocking between 1500 and 2000 like I'm trying to rev up my engine to beat someone off the line. Trust me, I'm not. Anyways, it just goes up and down, up and down. Doesn't matter if I have the clutch pushed in or not and sometimes if I rev it up to about 3000 I can get it to stop doing it and it will idle at normal around 1000. What do I check first and how much is it goona cost?
