Hi Pete - You will need to get more info from him. He mentioned that it is sluggish now, after plug change or before. The car may not have a distributor. Wires being bad are a tough call, need to physically inspect for cracking. I have damaged them when they have been frozen onto the plug. If I didn't damage them, I would only replace them when the motor would run a little ruff at idle, you would be able to see arching from the wires at night, (total darkness), to ground, looks like static electricity, a good indication that the insulation has broken down. Problem could be as simple as changing the Air or Fuel Filter. Did the sluggishness exist before he changed the plugs? I bet it’s cheaper to get a Subaru in for a tune up, then a Saab. But since the electronic ignition and the need for better emissions, I have had cars that have gone to 250k without getting a tune-up from a so-called professional. I have also used Bosh Platinum four Plugs that would increase the performance of the car. But I have herd of them causing trouble with cars with low power coils. Should get a Haynes manual for the Forester. I see allot of shops advertisings Cobb Carburetor Subaru Service, I'm not sure what that actually means. Good luck for now. I'm in Reading, North of Boston.
