Oil Pan bolts under-torque leak?

Couple of weeks ago, I was wrestling with my oil filter and thought to unbolt the filter housing to get at it better. Bad idea as the bolts were very difficult to get at with a ratchet. Got four or five while realizing I absolutely could not get the last. Long story short, I tried to put them all back in but could only get them so tight at the awkward angles. Seemed tight enough... assumed it was alright...

Fast forward a month. Had the car up on a rack and realized I had a decent leak right around the same area where the filter housing bolts up. Pretty sure thats my error...

My question now, should I just take a crack at the simple solution and try to torque the bolts down further but I'm wondering if theres more to this. First of all, can I over torque these babies and do more damage? Is there a spec to these bolts? Should I pull the bolts and apply loctite or some other sealing solution? Any solid advice?
