The early NG900's up to mid '95 did have an inferior front suspension set-ups, but this was related to poor handling as a result of the front sway bar configuration as opposed to any reliability issue. Athough your car is relatively low mileage for a '94, it would not be unlikely that the ball joints are worn in a 10 year old car. If the ball joint was totally shot, then you would detect excessive play when the car was jacked up, but it's difficult to apply the same sort of loads by hand that the ball joints see while under driving loads, so a worn ball joint might not be totally obvious. It would be easier to assess the ball joint condition if you actually took the strut assembly off the control arm to better assess ball joint play, but this is a bit of a pain.
I would suggest getting a dealer or Saab indy to check the ball joint - no offense to the Goodyear dealer, but I wouldn't rely on my local tire centre to make this assessment. $500 seems alot for the control arm even from a dealer. Check our e.Europarts or Saabsite, they will stock much cheaper. Saabsite stock an upgrade kit for the 94 and early 95 NG900 for about $420 that upgrades to the later (post mid '95) suspension set-up. It includes 2 new control arms (inclusing integral ball joints), 2 new stanchion arms, a new sway bar and links, and all new bushings. This is a very cost effective repair / upgrade solution.
