Funky idle and intermitt. A/C: Related?

First of all, my A/C works only intermittently. Sometimes it works on the highway, sometimes it works in the city, but either way, it is about 50/50. Usually I turn it on, it works, stops working, I turn it off, turn it back on in a few minutes, and it works again. Also lately on hot days and after hard driving, my idle has been acting up. When I push the clutch in, the engine stays revving the same as it was when in gear. Sometimes when I let off the gas, the idle doesn't come down. Sometimes it will drop only to 1500 or 2000, and sometimes it is fine. I had thought it was only doing this when the AC was on, but today, it kept doing it after I kicked the AC off (though not long after). I was wondering if the mechanism that changes the idle when the AC is on is acting up. Is that the AIC, or is it a seperate switch/valve? What else could it be?
