Brake lights always on, cruise control failure

Also getting the Brakelight failure message. The lights are OK. After checking posts here I made sure the bulbs are not inserted incorrectly. This happened after the car was parked outside for a couple of weeks.
The obvious culprit I though was the pedel itself because it affects both the cruise control and the lights however it appears to be OK (proper spacing from the pedal shaft to the cruise and brake switches).
If I pull the connector off of the brake switch the lights STILL stay on! I'm assuming that put the switch out of the running for the culprit (unless it's a normally open switch). Both filiments on the brake light bulbs are on even if the main lights are not on and the brake is not pressed!
Any ideas appreciated!!! Perhaps disconnecting the battery to reset the computer??
