Rust in Trunk '94 900ng on struts

I have looked at a 94' 900ng. I has rust (buckles under the paint and other red/rust spots) near the right rear shock/strut tower. Specifically around the weld between the rectangular steel plate and the floor of the trunk.
Additonally, it had recently rained, and there was water (not just damp but real water) in the same area. The mats themselves were not overly wet. Nor were they mildewed. Rain channel in vic the hatchback was not noticeabley marked by water.
The other side of the trunk was ok with no obvious rust or water.
Is this something common to 900ng/s and is it something relatively easy to repair?

btw, having owned a '66 bmw 2002 I do understand that rust on a shock tower is not a good idea. I just don't know how much of a problem rust is in the Saab 900NG. I did to a search on this site for rust but came up with lot's of thrust bearing stuff - nothing about oxidation.
