Anything is possible, but not everything is sensible. If it was a different car (eg honda) and he wanted something "unique" it may be worth a custom install. But Saab already made turbo 900's and very nice ones. Sorry but the best thing to do is buy one of those. Buying a turbo car would be much more cost effective than turbo'ing a non-turbo car.
I am no expert but if you really wanted to do it I suspect that your best approach may be an engine swap as maybe compression ratio and valve timing on n/a engine not best suited to turbo. As if that isnt bad enough probably will also need to change the engine management system and wiring loom, sensors, exhaust manifold and down-pipe the list goes on and the cost gets huge.
Tell your freind to enjoy his 2.3, they can still be lots of fun... just not as much and if he wants a few extra hp check out the performance bulletin board. There are other n/a owners there who can help.
