What I do is to use a metal wire (6" long) bent into two hooks.
I hook one end around the pedal spring and attach a bungee cord around the other hook.
Pull the spring backward away from pedal and wrap the bungee cord around steering wheel.
That way I can tinker around all day long to get the plastic cable end to go over the pedal and when that is done, I just untie the bungee and let the spring back in place.
