I noticed the same thing. I always imagined that it was some sort of over amplification protection. I've noticed that if I restart the car or turn the radio off for a bit, the ability to turn the radio up to high volumes returns. When the limiter is working, it operates as some sort of wall. Adjustment of volume from nothing up to the wall does not appear to be affected. If you attempt to turn the volume up past the "wall" there is no effect.
