Garage A's recommendation basically says they don't have a clue what is wrong, so just replace the obvious items and see if that works. I have little confidence that anything will change.
Garage B's recommendation may be more to the point. Without knowing the age of your catalytic converter, it is hard to say whether it will or not. Is your converter the original; i.e., 148K miles on it? If so it may be losing its ability to function as designed.
How is your oil consumption? If you are burning a little oil, the converter is doing extra work to oxidize the oil going through your exhaust system.
Before you change the converter, you may want to try a bottle of gas treatment available at auto parts stores. I'm not sure what brands/types make claims to pass emissions tests, but you can inquire. I believe these additives get into the converter, and clean them excess deposits in them, so they can properly catalyze the products of combustion as designed.
