What you describe happens when the filter is the wrong size for an air box or not installed correctly. That problem can also happen with paper elements. This is owner error, not a fitler problem.
Yes, a MAF can get dirty, no engine air filter removes all of the finest dust. A MAF can be cleaned with plastics safe electronic spray cleaners.
In some engine configs, crank case vapors can get to the MAF at shutdown and this can put an oil film on the MAF. The oil film then traps what dust gets through a filter. And some dust may simply be sticky, like pollen and tire dust.
And, the turbo engines are speed-density type management systems and these do not have a MAF.
