If you get a late '97-98, it will have a hydraulic clutch. Earyl '97 still has the cable. The hydraulic is nice, but I don't think it's a decision point since the cable usually go 50K miles.
Saab claims they change 1000 parts in the 9~3. Of course that probably includes every fastener in the revised bumper as part of the count. The top on the 9~3 is allegedly hydraulic instead of mechanical but I don;t know exactly when that change was made... I think it was MY 2000. The '99's have no particular problems. The only major 9~3 issue I know of was a tranny issue on the Viggens. Other than that they are very similar.
As to making an NG900 (SE) a Viggen, I would think you'd want to install Koni adjustables, a set of Eibach springs, and the Steering rack brace. If you want more HP, an MBC (manual boost control) will bring you up to about 200HP for about $35; a reprogrammed CPU will get you 215 or more for $500 or more.( The 9~3 may have more HP out of the box.) Add a K&N filter for about $35 more, do Dean's list of free cost mods (remove silencer, modify airbox, redo TBC casting), and install a factory sport exhaust. That will give you a nice car on the cheap. FYI, the 9~3 with Trionic-7 ECU will not like a cheap MBC - most folks go with the ECU update for that.
