This is quite common. A poor design by GM on the emergency drum brake setup. You E brake should never need to be adjusted. If it does it means the shoes were sticking and have worn down some thus needing adjustment. This will continue to happen. Been there done that until I decided to fix it.
The only fix.... take the whole thing apart and clean up the rust and gunk and then lube it up while putting it back together.
Here is a basic procedure I wrote out on how to do this.

Parts and Supplies
I would go to your local Saab parts department and I would get new brake hardware
1. Clips and pins for the brake shoes.
2. Springs and retainers for the emergency brake shoes.
3. Two of those pesky little screws that are used to secure the rotors.
(You will need these...trust me.)
4. Pads, you might as well put new pads on the rear while you’re at it.
Parts store stuff I would get:
1. Good waterproof brake lube.
2. Some anti seize for the adjusters.
3. PB Blaster (for those pesky rotor retainer screws)
Some things to think about.
A Dremel with a sanding drum worked great for cleaning the rusted lever that activates the brake shoes. This is the lever that is attached to the parking brake cable...you'll see it. Because it lays horizontally... the road guck gets in there and gums it up and eventually causes the brake to stick. Thanks GM!
Also be certain to have a sheet or two of 80grit paper to clean the housing that the lever pivots in and out of. After you de-rust this use some high quality waterproof break grease and lube it up good.
For the rotor retaining screw I used the PB blaster on it and then inserted the torx bit and gave it a few quick shocks with a hammer to help break it loose. Be patient and use heavy pressure to keep it from stripping. Once they are loose, throw the old ones out and use the new ones.
Just take your time and you should have no problems.
