Failing catalytic converter symptoms

1996 900S 2.3 non-turbo 117,000 miles...
Our Check Engine light went on a few months ago. We took the car to the dealer and were told it needed both a new distributor and a new catalytic converter for approx. $1,900.00 parts and labor.
We installed a used distributor ($75) hoping that this might be a case of a legitimate distributor fault code and an erroneous converter code -- a friend who is a foreign car mechanic said her has seen that a few times --and we had athe Check Engine Light reset.
Now, 6 weeks and approx. 4,000 miles later, the Check Engine Light is back on. We haven't found out what codes are coming up, but, assuming it is the catalytic converter...
... in addition to triggering the Check Engine Light, can a failing catalytic converter also cause some driveability problems (rough cold start) and a significant decrease in gas mileage? (a consistent 17-18mpg on mixed city/rural/highway driving).
When a converter on a VW I had failed, it actually disintigrated in its housing and you could here all the pieces rattling away inside. We're not hearing anything like that. Could a "clogged" converter generate enough back pressure to effect cold starts and mpg?
