Sarge, I have owned vehicles older than I - a '53 Hudson Jet, a '32 Chevrolet, a '60 Saab 93... eg surface rust ?? yes, but I had no trouble removing the front fender on the Jet (I could not count all the scratches, dings and dents.
I have never seen a lug nut "totally rust". I think this is nearly impossible, unless the vehicle is 30 and totally neglected.
On the Diesel VW caddy however the strut screws did break off at year 23. This was age, IMO, not rust, and the coil springs were also broken at the ends ( over 150K, 23 years).
Just remove the lugs, wire brush them ( a bench grinder/polisher is good for this, and reinstall. I now use a tiny dab of anti-seize on all the contact surfaces and use the torque wrench - no more guessing !
On tires, you must try to best suit your needs, whether it is racing, touring at 90 mph, or normal sane cruising at 60. Speed can be costly in terms of wear and comfort and cost..
I now have 195/65/15 on the 900S (BF Goodrich Touring TA) - I was lucky in that I just bought her a week ago, and this is what she was wearing.
The last car was shod with Hercules 215/50/15, as I recall - great handling, lousy ride, a rather cheap tire and not recommended..
