The 1994-1995 models used a short lived washer pump. I have replaced three of these to date on my 94 SE. The pump motors died. They are about thirty bucks and located on the bottom of the tank. Easiest way to tell is to have someone outside the car with hood up, ignition on motor off, and activate the pump by pressing the stalk mounted switch, if they dont hear the pump run, you will know what is at fault. If washer fluid runs out on the ground when you do this a hose has popped off which is cheaper and easier to fix. I have old posts on how to do replace, 1999 0r 2000 time frame. I would take same approach on newer models but starting in 96 they had redesigned the tank and used a more reliable pump.
BTW, make sure there is fluid in the tank before you try anything else. I know there is a SID warning message "washer fluid low", but check anyway.
