Weak Braking - long

We have a 95 900SE that is a third car and had been sitting for a couple of months. I recently drove it and found that the brakes were making a rotational noise and seemed very weak. The dealer found that the rear driver's side brakes were very rusted, but they were able to disassemble the parts and remove the corrosion. The rotors and pads are still in good shape; they were replaced just last year.
The problem is the braking still feels very weak. When I press the pedal it feels VERY firm and requires a lot of force. I checked the brake fluid reservior and the fluid doesn't look dark, but does seem overly full (way above the max line). Would an overfilled system cause the weak braking power and hard pedal feel? Second, are there special instructions as to how to remove just a little brake fluid? I don't want to purge the whole system, just remove a little. Can I just pipette out a bit from the reservoir?
