When I did this in my '95, I removed the seat from the car so I could get at it more easily.

To remove the upholstery, first unclip the rear-most part of the seatbottom upholstery where it hooks under the back of the seat. After that, pull the upholstery forward/down to get it out of the part of the seat where it is attached (a little tricky). Then you should find it is secured to a wire in the foam cushion by some pinch-wires (for lack of a better term). Use pliers or an upholstery tool to undo those connectors and your upholstery is free.

I'm sure you already know that the heating element is glued to/integral with the seatbottom foam cushion; you'll likely have to replace that whole piece. Re-installation of the upholstery is more or less the reverse of removal, it's kind of a pain to get the upholstery properly positioned/restretched, but by no means impossible.
