Zero volts at the plug, but +/-12 at the plug on the pass. seat. According to the shop manual, that means either the wire is broken or the controller is bad. I think there is also a chance the brain shut that motor down due to overcurrent. Since I'm lacking an ISAT I guess it's off to the dealer.
Obviously, I ended up buying the car. Original price: $8900, my cost: $4950. And I found a receipt for a new clutch just before it was traded, less than 500 miles ago. Once the seat is fixed it'll be good to go.
