So you have removed the plastic cover under tonneau cover to expose the 5th bow latch motor? And applied power to that motor to open the latch (flaps up)?
The 5th bow latch motor is a DC motor that receives power and ground from pin 2 and 12 of the K20 connector of the TSAS ECU. The ECU reverse the polarity to make the motor open and close.
Hook up 2 test lights to the wires going to motor and check if you receive voltage on both wires at different times of operation (close/open command).
If you only receive power on one of the wires you need to find the same wires at the TSAS ECU and check for power at that point.
If you have power at both pin 2 and 12 of the K20 connector you have a broken wire somewhere in between tonneau cover and computer.
It is two K20 connectors at the ECU, it is not the white one, it is the other (red I think).
