Dealer practices - hourly rates v. fixed fee

Recently had a number of belts (timing, serpentine) as well as a wheel bearing replaced at a local dealership in watertown, ma. ran me around
$1,500 in parts and labor. When I asked, just out of curiousity, how many hours it took to replace the timing belt they said they charge a standard fee for the work regardless of how long it took the mechanic. They have a sign up that says hourly rates range from $90-$110/hour which seems a bit confusing if not misleading since they don't charge based on actual time. They said this is standard at all dealerships and that the mechanics get paid based on the standard hours for a given repair and if they complete the work faster they still get paid the std amount and you, the consumer still pay the std amount even though it didn't take that long. Is this standard practice at all dealerships? If so, seems a bit shady to me to have a sign stating hourly rates but not actually charge customers at these rates.
