You can crack the fuel line open somewhere, but then if the there is pressure, fuel can spray about and create a fire risk to you and the vehicle. Might be safer at the fuel filter.

The FPR flows fuel back to the tank and it creates pressure by resisting flow. It you remove the FPR from the rail, there will be no pressure to the injectors. If you remove the line back to the tank, there should be flow and that will not change the pressure that the FPR does or does not create. If pump works and FPR does not flow, the pump does not create enough pressure to open the FPR and that would be a defective pump.

Can you hear the pump spin up for a moment when you turn on the ignition?

Have you tried the fist or rubber hammer on the bottom of the fuel tank?

Have you checked for voltage at the fuel pump electrical connectors?

Are you out of gas? :)

Was this a sudden change? If so, probably safe to rule out the fuel filter.
