It has a small VAC line from it to the TB. If that line is bad, mixture cannot be controlled. As many do fail, a logical place to start. How they fail is not known as we have not had anyone do a failure analysis. We do not see many of these fail that are not subsequent to fuel filter replacements. If it is foreign material as I suspect, perhaps the FRP could be remove, blown out with shop air and put back for testing. The FRP opens at 3BAR, so shop air would have to be ~45PSI to get flow to start.
Note that the VAC line makes the FPR reduce pressure via manifold vacuum. So if the engine will not start becuase of low fuel pressure, then removal of the FPR VAC line would increase fuel pressure. Then I expect that the engine would start, but it would then be quite rich at idle. So that might be an interesting test to make. If it then starts, then there is a fuel flow. But this test would also have the same result if the FRP was OK and the fuel pump was weak. If the engine runs well when warmed up, that does not suggest a weak fuel pump.
Again, for hard cold starting, plugs and Techron are the first course of action.
The described problem contra indicates a typical bad crankshaft position sensor. That is engine dead when hot and trouble with hot starting.
