97 SET Fuel Press Regulator

I have a 97 SET with 88000 miles and its been taking 3-4 seconds of cranking before turning over. I believe its the original DI cassette and fuel pump. I figured I'd start with the cheapest item to replace. Is the FPR part of the whole fuel rail assembly? It looks like its permanently attached at the right end (drivers side) of the rail. Can't get a good look since there is a bundle of ty-raped wires above it. I know there are 2 differnt FPR's listed for the 97 depending on the engine number. How easy is this to remove and replace? Any suggestions?
