That year should be unvented. But I have read that there is a fail safe valve in caps to vent if other things go wrong. Saab has made the evap control systems very complicated these days. There is a valve that shuts off venting and a small amount of engine vacuum is applied to the system. Then a pressure switch detects that a pressure difference exists within a fixed amount of time. If not, the system assumes that there is a leak some where and raises a CEL.
These ORVR systems were phased in starting in 1996 and its not easy to know whats in what. I am confused myself. WIS not much help.
Try driving around with the fuel cap loose and see what happens. Would expect a CEL for that, we know there will not be a pressure difference, but what about the other symptoms. Do look at the tank for signs that it has distorted. Reduced fill up capacity suggests that this might have happened and that is an expected result of low pressure in the fuel tank.
