Re-visiting the short belt mod...

Over the weekend, my lower idler pulley failed--1 week after a clean bill of health from mechanic! I pulled everything apart, and am planning to replace upper idler as a precautionary measure. Since the lower idler is no longer in place, should I leave a hole in the block, or just replace the pulley and stick with the longer belt? Can I cause harm by not replacing pulley?
Any input as to why Saab went with this belt configuration, obviously faulty, rather than eliminating the lower idler alltogether, as I know they did later with the 9-3?
After pouring over archives last night, it seems that belt length/manufacturer are still under debate. I guess I'll try to find something on the shorter end, ~2460mm. Are slippage and noise the only problems with a slightly longer belt? This can't affect timing, can it?
