People sometimes forget that their driving habits change in the winter, there is more start/stop traffic, more cold idling to warm up the car, slower driving on ice and snow, tire pressure is lower until the tires heat up, etc. All of that will affect mileage. If you are in the habit of running the engine to warm up the car, and have short trips, your mileage will be lower in winter. Same thing if you put winter tires on the car, change the tire pressure...
I live in Milwaukee, WI. If your area has gas w. 10% ethanol like here, it might affect your mileage and performance too, (it does not seem to make much difference on my 96 SE turbo). Combination of ethanol fuel and low octane does not seem to suit Saabs, even if they run Ok on it...
