The only way to tell 100% if a battery is really bad is to take it out of the vehicle, check the fluid levels if not sealed (on ALL cells), put it on a charger for the required number of hours, and THEN test the CCA (cold cranking amps).
Otherwise there are too many variables, including the level of charge, the alternator, the electrical system with relays and fuses, a good ground to the car being used to jump the battery, etc.
A "jump" can often appear to fail because the jumper cable connection is made to a poor ground, so the cranking amp capacity of the 'good' vehicle is not being used. A discharged battery on a cold day, 20-30 minutes on the jumper cables may be needed before a car can start.
The terminals on the 'bad' battery may not be making good contact, which prevents best performance during charging or starting.
A typical mistake made is to jump the car to get it started, run it for a short time (like on the way to the battery store), and have it tested before it has a good 3-4 hr charge. A partially charged battery will always test low on CCA and/or voltage, so you buy a new one, sometimes even w/o checking if you can prorate the warranty on the old battery, and get 20-30% off on the price of the new one!
