O2 and Evap systems not ready

I replaced the catalytic converter on my '97 900s convertible (100k mi) after a P0422 code. Car runs like new, but I can't pass emissions test because the O2 sensor, sensor heater, evap, and catalyst are 'not ready'. I can't run through the readiness sequence, because the first requirement is O2 sensors ready. The MIL is off and the O2 sensor voltages are within spec range. It has been driven over 2000 mi since the converter replacement. Any thoughts?
