I did not know about the relay, but check the connectors under the seat too, they can come loose. There are three electric motors under each seat, wire harnesses and several connectors. When one of my seats failed and I took the car in, they fixed it in 5 minutes by cleaning the connector and plugging it back in, n/c. Power seats are a separate circuit and separate fuses (left-16 and right-5) from the seat heaters.
The heaters are two separate pads in each seat, bottom and back. Each has a wire harness and a connector. Apparently the wires and/or heating elements often become brittle and break. Fuse 20, supposed to be the central lock. However, on my car the console lock works even with the fuse removed (?)
