Believe me, you're not the only one with an LED that won't go off! It's caused by a short in the alarm ECU, and the only way to make it work like it's supposed to is to replace the entire alarm ECU to the tune of $700. What I did when mine was lit all the time was to find a flashing 12-volt LED, attach one end to one of the existing LED wires, and attach the other end to the ignition-switched power wire on the radio. It doesn't work quite like it did, but it starts flashing when the ignition is off, and stops flashing when the ignition is on.
As for the dome, it's the sun load sensor for the ACC system. The way to test if it's working is to drive into a tunnel, or even just put your hand over it, on a sunny day. It will sense that it's darker and adjust the fan to compensate for the lack of heat from the sun.
