96 900SETC won't start

My 96 900SETC will not start. It has been sitting for about a month, so I think the battery may be part of the story (it is only 2 years old, I am going to take it back to the store tomorrow and see if it is ok or have it replaced).
However, I am not able to jumpstart it. When I hook up the other car, the Saab lights are bright and when I try and crank it the lights dim and the engine turns over once or twice, then just the starter motor clicks. I even left it charging off the other car for about 15 minutes, with not much improvement. I removed the Saab battery from the circuit and no difference. The other car has a small battery, so it might not be able to start the Saab, but it seems like there may be to much resistance.
A couple of months ago I had a similar problem (the car had been sitting for a couple of weeks), and it took about 15minutes to charge the battery enough to start the car, but I was jumping it from a big SUV. Once it was started it was fine. I used the car a couple of times a week for a month or so and it started every time.
Is it just that the battery is so dead after sitting for a prolonged time that it takes that long to charge? I've never had a car that doesn't jumpstart immediately. Or does it sound like there is another problem? Maybe the starter motor?
Thanks
David
