Does your low oil pressure warning lamp work at lamp check prior to using the starter? Noise could be from some hose that is leaking. You need to check pressurized hoses, clamps etc, as well as coupler at TB, IAC hoses and clamps as well as the BPC and its VAC lines (which tend to rot to dust!). You can remove the grill and check for damage to the IC core and tank ends. TBTC bolted tight and has its o-ring? A 1995 could easily have turbo hoses that have some heat rot etc. Some folks report tears in the body of the hoses, and hoses/couiplers can blow off clamped joints. The hose ends and mating parts must be free of oil and dirt to allow the clamp to develop high friction to hold the hose on against boost pressure.
If the noise from the turbo seems to be structure born, then the turbo might have an imbalance. If simply accoustic, sounds like a leak. Is the turbo compressor silencer still inside the hard pipe or removed? If is normal to hear the turbo whistle as it spins up in some setups where the silencer has been removed, K&N fitler and air box mods etc.
After that you can eval if the control system is suspect by briefly removing the WG hose on a warmed up engine and with care, checking to see if you can develop boost then. You should be able to get to 1/2 thru the red, and at that point the ECU will do a fuel cut, which feels very abrupt in lower gears. If you then get boost, then the WG, WGA or BPC could be bad. The BPC can be replaced with a MBC+A at less cost and will produce higher boost, but you would need other supporting mods to safely run that. But if the engine has any mechincal or lubrication related problems, the last thing that you would want to do is increase the boost by any means.
