Don't put loctite on headbolts!

The bolts come with a little prelube from the factory (don't try eating with them for this reason); if anything you might apply a little WD-40 to get them to turn smoothly so as to apply the proper torque when installing them. Thereafter, it's the (considerable) torque that will hold them in place; plan to retorque them after a few hundred miles, if specified on the head gasket kit.

Loctite is intended for bolts such as those on your brake caliper carriers, but at the very least would be unecessary on head bolts. At worst, they might interfere with any retorquing you'd have to do, or cause possible block damage (see why below).

Before installing the head bolts, it's imperative that the threads in the block be both clean and free of any appreciable residual moisture at their bottoms. If, for example, you've got enough WD-40 accumulated at the bottom of the bolt holes, there's a chance that when tightening the bolts they may compress this liquid. If the liquid has no place to go, it can apply enough force to the block around the threads to actually cause cracking.

So, you want some lubrication to be sure that you get accurate torque readings, but an otherwise clean and dry bolt hole.
