Maybe it has something to do with the Gas itself. 87 is used a lot more than 91, so during the winter especially I would assume more water gets into it as the gas is generally sitting for a longer period of time than the lower octane stuff. I've been to some gas stations where the 93 octane's pump was frozen from all the ice inside of it.
