New wheels and tires...still vibrates!!!!!

Guys and gals,
I have had the dreaded steering wheel shake for a while on my '97 900SE turbo. I tried to get the original Viking wheels and tires rebalanced, but no one could do them. The answer was that I needed a new set and that the stockers were warped.
So now I have on a brand new set of shoes on my car. I am still getting a vibration in my steering!!!! It comes on from 50MPH to around 70MPH. The car also feels a little "airy", handling is not so firm in the front.
What do I need??? Steering bushing, front mounts and struts, ball joints, tie rods???? I need help.
