No, at idle no turbo can generate any boost at all. Connect a hose from the turbo compressor hose barb to the WGA directly and then when you get on boost, that would be base boost. But that does not help and you can't be adjusting a hot turbo charger. I think that one can do this with a guage, shop air and regulator and then things are cold.
The initial setting is to adjust so that the end fits onto the lever pin when the WG is closed, then shorten it 3mm or 3.5 turns. By setting this higher, you increase the boost in 1st and 2nd gear, but a MBC+A will also do that.
If you can supply shop air to the WGA and have a guage that is accurate at low pressures, .45BAR should just have the WGA starting to move the WG. I could not see the pressure for NG900, so looked up for a 1999 9-3. If your engien has an exhaust manifold heat shield, this needs to be removed to do this work.
