Fuel in oil is from ring blow by, so you should treat for stuck rings. Use a product to free sticking rings.
You did not post what oil has been used.
The deposits might be loose, but they might still be in the oil pickup screen.
High lead and copper suggests that the main bearings are in distress. Getting that amount of wear metals in 2500 miles looks like a very serious problem. Oil tests are valuable to know when to take action while things are still repairable. This report strongly suggests that there is something serious happening.
Fouled fuel injectors can spray fuel on cylinder walls, leading to higher amounts of fuel in the oil, and greeatly accerated wear of cylinders, rings and pistons. But that does not explain the wear metals from the journal bearings.
You, and everyone else need to be running a 0W40 or 5W40 oil. That may require a switch to synthetic oil... and that has issues as this can release deposits and foul the oil pickup screen. Maybe you need some AutoRX to clean things out. But, your engine oil is definately not working for you now.
Overall, the compression numbers alone do not suggest that things are really that bad. I am unfamiliar with the leak down test numbers.
I would hesitate to fix the top end. The problem with the valves, if really a problem, does nothing to explain the fuel in the oil. That can only be from blow by past rings that are stuck or otherwise not working well. And injectors might be a factor there too. But the copper and lead suggest severe wear in the main or big end bearings. So having a new head gasket and reseated valves with piston rings that are not working right and failing bottom end does not make sense. With the head off, then remove the oil pan, the pistons can be out and renewed or replaced, along with the bearings. If your rear seal needs to be replaced, that requires that the trany come off, and at that point the clutch might need to be renewed.... if you have a clutch. Look for oil seepage at the bottom of the bell housing.
