The clips holding the wire in place are actually easily removed. they are spring clips (Get a screwdriver under it, and it will pop off). I too thought they had to be cut, but it turned out to be a lot easier than that. From there it isn't that difficult. My blue connector was right at the end of the fuel rail, but sitting there loose. It is possible that it originally had a different position, and someone before me messed with it to make it more accessible, so I can't account for where/how to get at it otherwise.
YOu did remove the intake air plenum, correct?

I also have NO issues with hard starting anymore. IT catches and fires up every time in all different temperature conditions. also, sorry for the late reply.
