The reflector is actually a separate part which pivots up and down and left and right inside the headlight when you do an alignment. It has a separate part number, but I am not sure if you can order it by itself.
Aside from the bulb not being seated correctly (which is easy to do), the reflector may have popped of the pivot. That happened to me when I was installing a new bulb. The pivot seat is plastic and looks like it would break easily, so it may have cracked due to the ice, also.
You can remove the entire headlight, take it apart, clean everything, and reassemble it so the reflector is in position and can be aligned.
