I think you're missing the concept. all that little screw does is hold the rotor in the right spot long enough to be able to line up the lug bolt holes so you can put the wheel on, and to keep the rotor from coming off when you pull the wheel off. I recently walked my son (age 17) thru a brake job and he stripped off the set screw, so we had to drill it. I didn't have a replacement handy so I put the rotor/wheel on without it, after a few attempts to line up the holes. the lug bolts actually are holding the rotor and wheel on. in fact maybe I'll order a new one today, don't want to line up those holes at 10 at night on the side of the road...
